The ranking follows a public commitment. In announcing its No. 18 Inc. Regionals Pacific placement on June 3, 2026, ProLegal stated it was targeting the Inc. 5000 later in the year.

The Inc. 5000 ranks the fastest growing private companies in America by verified percentage revenue growth from 2022 through 2025. Inclusion requires a company to be privately held, for profit, independent and based in the United States, with revenue generated by March 31, 2022, a minimum of $100,000 in 2022 revenue and a minimum of $2 million in 2025 revenue. Applicants submit documentation to verify their revenue figures, which Inc. reviews before assigning a rank. Inc. has published the list for more than 40 years.
